Neil was born on December 9, 1941 in Donley County to Claude and Lillie Fulton. He was in the class of 1960 at Pampa High School. Soon after high school, Neil served in the Texas National Guard. Upon discharge, he began farming and ranching for several years. Neil always had a love for the outdoors and the ranching life. He would eventually go to work for Arthur Brothers, Inc. as a contractor at Celanese for a few years until he was hired by Pioneer Natural Gas, which later became Atmos Energy. Neil worked from 1971 until his retirement in 1997. Also, during this time, he owned and operated United Feed & Supply for several years.
On June 14, 1997, he married Mary Reger Parks. After they married, they purchased Bob Clements Cleaners and operated it for 10 years. Neil and Mary also spent time each summer, working at Lake Canton in Oklahoma as Campground Host. He enjoyed meeting and helping any campers that stayed at the lake. For the past three years, Neil worked as a school bus aid for PISD. He loved helping all the children on the bus and it broke his heart when he had to miss due to sickness.

Over the years, Neil served on the Top O’ Texas Livestock Board and served as President, served as leader for FFA and 4H, Top O’ Texas Rodeo Association and heavily involved in the Kid Pony Show, Gold Coat with Pampa Chamber of Commerce, and White Deer Land Museum. Neil also loved to serve his community, he was elected as a City Commissioner for 6 years and County Commissioner for 4 years.
Neil enjoyed many hobbies such as fishing, riding horses, roping, and going to rodeos. He had a big heart and loved to give and help others. Neil was a talker and never met a stranger.
