Paul was born on July 15, 1959, to Aneva Sue and Robert (Bob) Paul Fleming, in Perryton, Texas. When he was seven years old his family would relocate to Dumas, Texas, where he would attend school until graduating from Dumas High School. While in School in Dumas, he played football for the Demons and decided to enlist in the United States Army before he even graduated high school.

Paul would spend several years serving in the Army, first as an artilleryman, and then as a chemical operations specialist. He was stationed in Germany for a year and a half and spent the rest of his time in the Army stationed in Alaska. After being honorably discharged from the Army, Paul worked as a security guard for several businesses, most notably at the Pampa Regional Medical Center. He would eventually marry his high school sweetheart, Mary Glover, on January 27, 1994, and by all accounts was a great husband to Mary.

Paul was an avid history fan and was particularly interested in World War II, he spent much of his free time reading books about history. He also loved to collect World War II era firearms as well as miniature military figurines. Paul was best described as a kind and caring man with a good sense of humor but was also known to have an ornery side.

Paul was preceded in death by his parents; a brother, Michael Fleming; his stepmother, Drusilla Fleming; a stepbrother, Rick Houston; a stepsister, Phyllis Lile; and a nephew, Jared Leonard.

Paul is survived by his wife, Mary Fleming of the home; a sister, Nancy Leonard and husband Danny of San Antonio, Texas; a brother, Russell Fleming and wife Ofelia of Amarillo, Texas; a stepsister, Jeannie Mars; three nephews, Brandon Leonard, Scott Fleming, and Scott Glover; three nieces, Julie Sorrells, Keri Glover, and Stephanie Glover; as well as many more cousins, extended family members and close friends.
